The Bureau closed in 1988. Its archive was sealed. Last winter a crate surfaced in the basement of the Port Vesper Public Library — ten folders, chalk-marked, stamped CODEX — DO NOT DESTROY.

Case board

Ten folders came out of the crate. This file holds one of them. Close it and the Bureau will tell you what is in the other nine.

Evidence locker

Someone chalk-marked these folders before they were hidden. Each closed case gives up one mark. Ten marks make a word, and that word opens the file the Bureau never numbered.

Cipher kit

Every code in these files can be broken with these two pages and nothing else. No outside knowledge, no internet. The three drills below are the Bureau's own training exercises, worked through.
